As you know I thought it desirable to ask for a little more time to produce the revised draft material fot this question in consultation with nead of 1(Air) and DS 11. This is now enclosed. The FCO have also agreed at official level to the lines of approach, but in this case I an inclined to recommend that if time allows you should clear the final version with Mr Enalls private office.
