MOD CONTINGENCY PLANNING

1.

The Ministry of Defence are carrying out a review of all their contingency plans to see if it is possible to cut down the work load of the planners responsible for keeping the plans up to date. As part of this exercise, the Assistant Chief of Defence Staff. (Operations) is holding a meeting on 22 January, at which Defence Department will represent the FCO, to see if any. reduction can be made in Services Evacuation and Rein- forcement plans.

2. Before any final decisions are taken regarding the abolition of any plans, the FCO Geographical Departments and posts concerned will, of course, have to be fully consulted, but in the meantime Defence Department have been asked to draw up a list of possible starters.

3. I attach the files containing the Reinforcement plans for the Seychelles, the Reinforcement plan for Hong Kong and the plan for the replacement of local labour in Hong Kong. I should be grateful for your views on whether any of these could be considered starters for abolition. I suppose, given that we accept that Hong Kong is indefensible from external attack, the Reinforcement, for Hong Kong is a possible starter.
