We have been informed by the Government of Hong Kong that their new Director of Education Mr K W J Topley will be on leave in the UK from about the 5th to the end of August. On his way back to Hong

1.

Kong he would like to stop over in Singapore for 3 or 4 days; the purpose of this visit would be to discuss with those concerned in the Education Department e organizational techniques and education theory; it should be stressed that Mr Topley is an administrator not a professional man.

2.

Until we see Mr Topley and discuss with him the final details of his itinerary I am afraid that is all I can tell you for the moment. I should be grateful however if you could say whether the visit is acceptable and if so whether in principle your office would be willing to make the necessary arrangements ie hotel bookings and arrange for Mr Topley to meet the right people for discussions.

3. I will of course let you have full details of Mr Topley's plans when I have had an opportunity to discuss them with him.
