Application of section 68 of the Education Ordinance
Applications to be considered under the terms of section 68 of the Education Ordinance are those in respect of persons in the following categories, the procedure to be followed being indicated in each case :

Primary, secondary or post-secondary education in China since 1950, and having been resident in hong kong, at the time of the application, for a period of less than 3 years.
PROCEDURE: all cases in this category will be referred via D.D.(A) to D.E. for refusal.

Post-primary education in China since 1950, but having been resident in ong Kong, at the time of the application, for a period of more than 3 years.
PROCEDURE : all cases in this category are submitted by 4.2.(T) to S.E.O.(R), who refers them to D.3.B. Further information/comment having been obtained from D.S.B., S.E.0. (R) prepares summary of circumstances in each case, with recommendation re registration/ issue of permit, for submission to D.D.(A).

(3) prepares summary of circumstances in each case, with recommendation re registration/ issue of permit, for submission to D.D. (A).
A.R. (SD) will inform D.3.B. when registration/issue of permit takes place in respect of persons in categories c) and d) above.

Persons falling into the categories set out at para 1 above would not normally be admitted to full-time or in-service courses of teacher- training at a College of Education or Technical Institute. In the event however, that an application for registration as a teacher, on completion of such a course, shows the applicant to fall into one of these categories, such information having come to light after admission to and successful completion of the course, then the application will be processed as indicated for the respective category, at para 1.above. This will also be the case if the applicant has placed himself in one of the categories referred to at para 1 above, subsequent to completion of a full-time or in-service course of teacher-training.
