In accordance with Section 68(4) of the 1971 Education Ordinance, I write to appeal against the decision of the Director of Education to refuse to issue a permit to Madam Fung Fee-foong, Catherine as stated in his letter to me of 22nd March 1974.
I note the clause in the 1971 Education Ordinance which he has invoked in support of his refusal. I realise that this clause docs
give very wide povers to the Director to use his discretion in deciding what environment has been or is at any time unsuitable for the education of Hong Kong's teachers. Naturelly I would not wish wny unsuitable person to teach in Hong Kong and I would never invite such a person to do co in say school of which I am Supervisor.
I understand from the wording of Section 68 that this clause is not directed against any particular environment, cince no country, city nor institution is mentioned. Indeed I would imagine that Her Majesty's Government to which I have always been loyal would not wish to offend any country whose government they recognise. I appreciate that this clause is useful to the Director to deny a permit to anyone whom he has evidence to show is unsuitable to teach in our schools,
I wish to appeal on behalf of Hadan Fung for a reversal of the Director's decision on the following grounds:-
I personally taught her from February 1949 to her graduation from St. Stephen's Cirle' College in 1951 and I knew her well as tho school une stili sag11. She was a very gifted student, superior to Kany of her contemporaries. Liko many of those who are nos respected moabors of the Hong Kong community als was inspired by youthful idealion.
