Attached is a draft letter to Mr Bell.

I have spoken to Mr Trick, ODM Recruitment Department, about the procedure to be adopted in connection with interviewing Mr Groves and any other candidate who might emerge. If the purpose of our involvement is merely to advise the Hong Kong Government as to the suitability of a candidate in order that the Government may make the appointment, then he feels we should handle the interview. If, however, Hong Kong wish ODM to make the appointment on behalf of the Government, then the arrangements will need to assume a more formal attitude (indent, advertising, security and medical clearance etc.), as for any other senior post for which ODM recruit.

3. We will need, therefore, to clear this point before we proceed to arrange interviews for this post.
