1. In his submission of 28 May, Mr Stuart said that the ODA

Chief Education Adviser had been trying to find a successor in

Britain to the present Director of Education, Hong Kong. He

had however not been successful.

2. In his telegram No. 639 the Acting Governor, having consulted Sir Murray MacLehose before his departure, has proposed that Mr K W J Topley, at present Director of Social Welfare, should be appointed Director of Education. Mr Topley

is a Staff Grade A Administrative Officer. For the reasons set out in his telegram the Acting Governor considers him the most suitable man for the job.

3. I have discussed this with the Education Adviser in the

ODA, and with Gibraltar and General Department. We see no

reason to object to the proposal. I therefore recommend that we agree, and submit a draft telegram accordingly. It should if possible be sent off by 20 June, so that an announcement can be made in Hong Kong before the retiring Director of

Education returns from a visit to Jamaica.

There remains the appointment of professional Adviser to the Director. We hope to find a suitable candidate in this country. We are pursuing the question separately with the

ODA Education Adviser.
