Authorities in the Dependent Territories and the
IUCN.
9. The advantage of a local Scientific Authority
in each Dependant Territory from which the
Management Authority could quickly obtain advice.

two scientific experts might be enough to provide
the necessary advice although we appreciate that
even this may pose problems in some territories. Again the UK Scientific Authority would provide
any necessary guide lines for local Scientific
Authorities.

Access to both United Kingdom Scientific
and Management Authorities could be direct or if
you prefer could be conducted through the normal
contacts in the Foreign and Commonwealth Office.
11. I should therefore be grateful if you would
give urgent consideration to the following points:
(a) The most appropriate local body for
carrying out the functions of a Management
Authority;
(b) Whether or not you would wish to designate
your own Scientific Authority; we shall als
welcome your opinion on the level of
scientific advice which your territory will
need in order to fulfil the requirements
of the convention.
(c) The need for appropriate legislation in
your territory to enable you to comply with
the requirements of the Convention and
whether the proposed United Kingdom
