7. With reference to the need for legislation and
more particularly
f'administrative authorities to
implement the Convention, you will note that each
party
contracting territory is required to designate one
or more Management Authorities and Scientific
Authorities to undertake the regulatory and
advisory duties spelled out in the Convention.
The Department of the Environment is likely to be designated the principal Management Authority
for the United Kingdom Great Britain and Northern

Ireland and will liaise with the IUCN which on
behalf of the United Nations Environment Brogramme
will act as an International Secretariat for the
Convention.
A Government Department will also be
responsible for the issue of import/export licences
which is a Management Authority function.
8. We are of the opinion that, in view of the nature
of the functions which the Management Authorities

are required to carry out (described in the
Convention text) it will be necessary for each
Dependant Territory to designate their own Management
Authority for administratix administring local
trade in endangered species. The UK Management
Authority, or Authorities, will, however, fulfil
an advisory and information role in order to aid
the Management Authority in each territory and to
keep track of developments. Entrepôt activities
will not require control by Management Authorities
