(AMENDMENT) REGULATIONS 1974

Annexed for Honourable Members' consideration are the Public Health (Animals and Birds) (Animal Traders) (Amendment) Regulations 1974 which increase the fees to be paid for a licence to carry on business as an animal trader.

The existing fee for an animal trader licence is $100 for Copy for Hkk 1/1

a calendar year. This fee is $600-$700 below the annual cost in- curred by the Government in processing the application and enforcing the conditions of the licence. The Director of Agriculture and Fisheries has advised that there is no reason why a substantial in- crease in these fees should not be implemented in order to recover as much as possible of the costs incurred.

The regulations seek to increase the fee for a licence from $100 to $500 for a calendar year and to introduce a fee of $250 when the annual licence expiring on 31st December is issued after the month of June.

The Director of Agriculture and Fisheries considers there is little public relations implication and the profit margins of the animal traders should be able to absorb the increase in fee.

Honourable Members will be asked to advise, under section 3 of the Public Health (Animals and Birds) Ordinance (Chapter 139), whether the Public Health (Animals and Birds) (Animal Traders) (Amendment) Regulations 1974 should be made.

(The Director of Agriculture and Fisheries (Mr E, H, NICHOLS) and Crown Counsel (Mr J. G. STEVENSON) will attend before the Council for the discussion of this item).
