I heard recently that a letter had been sent to the President of the European Communities (about textile and clothing imports into the EEC) by the Secretary of the European Committee of the International Textile Workers Organisation. I managed to track down a copy through the NUHKW (attached).

The letter makes a number of damaging statements Jabout Hong Kong and if these were to receive any
widespread circulation would do damage to our efforts to obtain some relaxation for Hong Kong exports. I do not of course know what stage our negotiations have reached or what circulation, if any, has been given to the accusations in the attached letter. We do not want to refute allegations that nobody has heard of but I think our negotiators should be alerted to the fact that these accusations have been made and supplied defensive material.
