Teddy Kidd passed to us copies of your report following your tour.

May I say we find this an admirable and comprehensive paper. Both Hong Kong Department and European Integration Department have studied it with interest. We have sent a short summary of the major points to our posts in EEC capitals to keep them in the picture.

I am not certain how your report is to be dealt with in Hong Kong, though the Governor told me he found it very useful. Clearly, the recommendations will have to be digested and the financial implications examined closely. It may be useful for you, however, to know that those of us who have examined your report here think your conclusions are very much on the right lines.
