5. I expressed doubts on a personal basis about the good sense of this proposal. It was not clear to me that Burgess (if he were appointed) would have a fulltime job and I was not convinced that the solution to the problem (if there was a problem) was the appointment of a higher-ranking officer than Dodge.
6. It seemed ap parent that Jordan is going to press this idea pretty hard. He told me that he had already been in touch with Burgess to see whether he would be interested; and it seems evident that Burgess has said that he would, provided he were given what he considered to be an appropriate rank.
7. I think you have to expect that, soon after Jordan's return to Hong Kong, you will be getting an approach from the Governor.
