1. HM Ambassador in Brussels has now given his formal agreement to the nomination of a Hong Kong Representative of ministerial grade to his staff (Brussels Telegram No. 228).

I attach a draft reply to the Governor. I have included a reference to the question of expenses so that this will tie up the point for Brussels. I have made the telegram personal for the Ambassador and Sir M Falliser as Mr Dodge the present Hong Kong Representative in Brussels does not know that this appointment has been considered.
