Lord Goronwy-Roberts said that while the Secretary of State might not refer to every point of renegotiation in every meeting with EEC ministers, IMG had Hong Kong very much in mind: it was illogical that the agreements inherited from the previous Government had actually discriminated in favour of Hong Kong's competitors in the UK market.
