(c) to talk to selected representatives of the press

(and particularly the economic and business press) and of broadcasting and television outlets in the Economic Community, with a view to analysing their interest in Hong Kong news, their handling of it, and the sources available to them of such information.

(a)

to talk, where appropriate, and time allowed, to business leaders, politicians, civil servants, public relations consultants and others to form a view of attitudes towards Hong Kong and to enquire more deeply into the problems of disseminating information within their particular areas.

(e) to enquire, when opportunity offered and time

permitted into the scope of the promotional

activities of our trading competitors within the E.E.C.

With regard to my itinerary, I explored the promotion problems in six of the nine member states, the Federal Republic of Germany; France, Belgium; Holland; Denmark and Italy. I decided the Republic of Ireland should be looked at separately as part of the subsequent (English language) British survey. Luxembourg, in view of the limited time at my disposal, did not justify separate attention. I visited London, Brussels, Rome, Milan, Paris, The Hague, Amsterdam, Bonn, Frankfurt, Dusseldorf, Hamburg and Copenhagen. Throughout my tour I was given all the assistance I required by T.D.C. staff and for part of my visit to the first seven cities listed I was accompanied by the Hong Kong Counsellor for Commercial Affairs in Brussels, Mr. Pat Dodge, who rendered considerable help in preparing the programmes and whose presence at many of the Embassy meetings was of great value. I was particularly grateful to have the oppor- tunity to discuss common problems with all the T.D.C. European representatives (with the exception of Vienna) at a specially arranged meeting in Frankfurt and particularly appreciative that the Executive Director of the T.D.C., Mr. Len Dunning, was able to be present to. chair the meeting.

Hong Kong's existing information services within the Economic Community

12.

Three organisations, Government, the Trade Development Council and the Hong Kong Tourist Association maintain representative offices within the Economic Community. For the purpose of this limited survey I am ignoring those offices and representatives in Europe which function outside the nine member states.

13. The Hong Kong Government Office in London works under the direction of a Commissioner and the office, for administrative purposes forms a separate Head within the Colonial Secretariat Estimates. Officers from the Department of Commerce and Industry and from Information Services Department have been posted to London as specialist officers to strengthen the Commercial and Information Sections of the office. On the information side there are three professional officers.
