Your telegram 480 of 21st May referred to Robert HeGrath of World Coin. Corporation Inc. We have subsequently had discussions with him.

We would like to conclude an agreement with World Coin under which they would promote and sell proof sets, manufactured by the Royal Mint, of the following Hong Kong coins:

five, ten and fifty cents, .

one, twenty-five and fifty dollars.

Mr. McGrath has visited the Royal Mint and has said that he is satisfied with the Mint's commitments as to quality and delivery dates. The Royal Mint have indicated that they would be willing to work with World Coin on the project. World Coin would prefer to arrange for the minting themselves through the Franklin Mint; but this would appear not to be possible because, under the Hong Kong (Coinage) Order 1936, we are required to have all our coins minted under direction of the Master of the Royal Mint.

World Coin, as a part of their service, will propose designs for the two coins which are not at present in issue, the twenty-five and fifty dollar coins. However, they will probably want a firm indication that we will proceed with the project before starting this work. They have proposed the following general specification:

Article 3(1) or the Hong Kong (Coinage) Order 1936 requires that the approval of the Sceretary of State and the Commissioners of the Treasury be obtained before any new coins are minted; and under Article 3(2) the design of the coins must be approved by the Master of the Royal Mint and by the Secretary of State.
