Mr Callaghan for his part is prepared to give approval in principle, as required under Article 3 (1) of the Order, to the request of the Government of Hong Kong for authority to mint the two additional coins for proof purposes alone, and I am therefore to enquire whether the Lords Commissioners would in the circumstances also be willing to give their agreement. Such agreement would of course be without prejudice to the further approval of the designs for the coins by the Secretary of State and the Master of the Royal Mint which is called for under Article 3 (2) of the Order.

A copy of this letter is being sent to the Master of the Royal Mint in case he should wish to offer any comment on its content.
