I am directed by Mr Secretary Callaghan to state for the information of the Lords Commissioners of the Treasury that the Government of Hong Kong have advised him of their wish to conclude an agreement with the World Coin Corporation of America authorising the latter to promote and sell proof sets, which are to be struck by the Royal Mint, of the Hong Kong coinage, the sets to be comprised of the five, ten and fifty cent, as well as the one, twenty-five and fifty dollar coins.

It is intended that the World Coin Corporation shall, as part of their services under the agreement, propose designs for the two coins (i.e. #25 and $50) which are not currently in issue. The following general specifications for these coins have been suggested: -

It is a requirement under Article 3 (1) of the Hong Kong Coinage Order 1936 that the approval of the Secretary of State and the Commissioners of the Treasury be obtained before any new coins are minted. Under Article 3 (2), the designs for the coins must further also be approved both by the Master of the Royal Mint and the Secretary of State.

Mr Callaghan has been informed that the Royal Mint have intimated that they would be prepared as desired by the Government of Hong Kong to supply proof coins as required for this project, the purpose of which is to obtain revenue for the Colony from sales to numismatists.
