and Forests Division for work connected with the 5-year programme for recreational development and nature conservation. Also in April 1973, we recommended the creation of 73 additional posts for the division's management centre at Bride's Pool in the Pat Sin area.

10. To provide for the control of pollution from farm waste and to set up a unit to monitor marine pollution we recommended, in January 1974, the creation of 14 additional posts, including one Agricultural Engineer and one Research Officer.

Census and Statistics Department

11. In June 1973, we recommended the creation of an additional post of Assistant Commissioner for Census and Statistics. There had been no change in the senior structure of the department since it was formed in 1967. To meet increasing statistical commitments, relevant to financial and economic policy (notably the improvement of the Consumer Price Index and the compilation of National Income Estimates), the Commissioner considered it necessary to reorganize the department into three rather than two main divisions, each under an Assistant Commissioner.

Civil Aviation Department

12. In September 1973, we supported a recommendation of the Standing Committee on Superscale Salaries for the upgrading of the post of Director of Civil Aviation. At the same time we recommended the creation of posts of Deputy Director (a new rank), Chief Opera- tions Officer and Chief Electronics Engineer, which together with a re-distribution of other senior posts, recognized the rapid and sustained growth and complexity of work in all fields of aviation and the increasing call upon the Director's time to attend conferences outside Hong Kong.

Colonial Secretariat

13. On 8th May 1973, the Governor in Council ordered that the Colonial Secretariat be reorganized with the aim of making it fully responsible for the initiation and formulation of the Govern- ment's policies and programmes, and for monitoring and co-ordinating the implementation of those programmes. Later in May 1973, we recommended certain proposals to implement this reorganization, the main one being the creation of seven posts in a new rank of Secretary, Colonial Secretariat, to head newly-formed policy and resource branches.
