METHOD OF OPERATION

C Division of the Finance Branch of the Secretariat is divided into two Groups Complementing and Grading, and Organization and Methods. The former Group is responsible for examining all requests made by departments for additional posts for inclusion in the draft Estimates or for alterations in numbers or gradings of posts in the approved Estimates. Where appropriate, the Organization and Methods Group assists in this examination, the objects being to ensure that departments' organizational issues are properly resolved before the number and grading of posts necessary to do the work concerned are determined, that the work is properly defined and evaluated, and that staffing levels are economical. The aim is to assist departments in the process of getting better value from resources of manpower and funds.

5. The Secretary submits papers containing Government pro- posals in draft to the Chairman. Papers the Chairman approves are circulated for other members of the Sub-Committee to consider. Those which members approve are placed on the agenda for the next meeting of the Finance Committee. The Establishment Sub-Committee meets as required.

CHANGES IN ESTABLISHMENTS DURING 1973-74

6. The draft Estimates for 1973-74 went to print on 13th February 1973, and no posts Finance Committee approved after 17th January 1973 were included in the printed pages. Since that date there have been, as usual, increases in staff by supplementary provision.

7. At the time of preparing this report, the Secretary had re- ferred 318 papers to members, proposing a net increase of 5,642 posts. The comparable figures for last year were 333 papers which con- tained proposals for a net increase of 4,274 posts. Table I shows the number of papers handled each year since 1962-63.

8. On examination and enquiry by our Sub-Committee we were satisfied that the proposals of the Finance Branch were generally well argued and substantiated and gave us confidence that our recommenda- tions met essential needs. The following paragraphs summarize some of the more notable changes approved by supplementary provision during 1973-74.

Agriculture and Fisheries Department

9. In April and May 1973, we recommended to Finance Com- mittee the creation of a total of 98 additional posts for the Conservation
