Thank you for your letter of 30 October about

honours for British subjects resident in Hong Kong for
services to British exports.
2. I am afraid that your suggestion that such people
should be included in the Prime Minister's list is not
technically feasible: people resident overseas have to
be included in the Diplomatic & Overseas List.

recommendations direct to us, which we would then

incorporate in the Hong Kong List on receiving confirma-
tion from you that you see no objection to their names.
I should, however, tell you that we have hitherto
resisted suggestions that the British Trade
Commissioner might be allowed to recommend direct for
honours, on the ground that this would be inconsistent
with your constitutional responsibilities and privi-
leges: in other words, that it is for the Governor of
a Colony, as it is for the British Ambassador or High
Commissioner in independent country, to make recommen-
dations to the Secretary of State for honours to people
in his territory.
4. We do see your problem: but equally, it is not
acceptable that a resident of Hong Kong should be
a priori disqualified from receiving a reward for
important services to British exports. I wonder if
you could take another look at this in the light of the
