We hope therefore that the Governor will argue strongly in the Executive Council that it is in Hong Kong's, as well as Britain's interests to retain the 'Buy Commonwealth' clause in the modified form embodied in the draft legislation. The knowledge that exemptions can be more readily granted under the modified clause can be expected to sput BLMC on to improve their performance in delivering the type of bus which, we believe, is best suited to the bus companies' requirements.

The foregoing incorporates the views of the DoT which is the Department primarily concerned with the conduct of our trade relations with Hong Kong.
