The Department of Trade's proposals are being considered in Hong Kong. There is a conflict of interest between Hong Kong shipowners and, particularly, the British Seamen's Unions that may make agreement impossible.

The application by the Scandinavian Airline SAS to fly to Hong Kong, which is backed by the Hong Kong Government, is still pending. SAS have refused to offer any compensation to British Airways. The Hong Kong Government have agreed to try to persuade them to make an offer.
