The Governor will be discussing possible changes with the Legal Advisers.
8.
Corruption
The papers for the return of Mr Godber have been received. They have to be cleared with the Home Secretary who gives the Bow Street Magistrate the authority to proceed. The Magistrate has directed that this authority must be received by 27 June or Mr Godber will be released. When he receives the authority the Magistrate will decide whether there is a prima facie case for the return of Mr Godber. The question of the amendment of the Fugitive Offenders Act can await the outcome of the Godber case.
9. Sterling
Hong Kong are continuing to comply with the reporting requirements to participate in the Sterling Agreement until the end of the year. There is an unresolved dispute about the meaning of the accidental breach provisions of the agreement. But this may not become actual during the current agreement. Hong Kong has benefited substantially from the agreement
in recent months.
10.
HONG KONG AND EEC
The Secretary of State, in his statement to the Council
EEC of the Committee on 4 June referred to the need for substantial improvements in the position of Hong Kong. This relates to the exclusion of Hong Kong from the EEC's Preference Scheme (GSP) for textiles and footwear. When the UK aligned with the Community's Scheme we had to give preferences on these items to a number of Hong Kong's competitors such as Korea, Thailand, and Yugoslavia, and thus to discriminate against Hong Kong.
