This was our objective and the Ambassador

has suggested that the Embassy should remind

them of their undertaking in two weeks time.

4. It is arguable that if the Chinese are

content to proceed to signature they will so

inform us and that any delay in their response

would indicate that they intend to raise matters

which cause us difficulty (eg a political

statement about the Taiwanese airline or the

closure of CAL offices in Hong Kong). There

would thus be little advantage in Mr Morgan

taking the initiative by pressing the Chinese for

a reply we are no longer in the position of

being open to a charge of inactivity since the

end of 1973.

Future tactics might be discussed with the

Governor.
