Friction over the Walled City has arisen in the
past and it must be a matter of political judgement
whether consultations would now serve a useful purpose.
We would need more than vague assurances which woul‹!
not be of help in practice. I have already consulted
the Governor of Hong Kong, and in view of the Noble
Lord's concern I am willing to look at this again.
But there are wider problems which would have to be
taken into account.
