I discussed your minute of 19 December to Mr Stuart with my Head of Department and Mr Hurst.

HKIOD are grateful for your offer to prepare briefs for Lord Goronwy-Roberts on the matters proposed in paragraph 2 of your minute. I suggested to Mr Hurst that the best thing might be for you to prepare the brief for Lord Goronwy-Roberts's visit on labour affairs generally (brief no. 2), including in this the points made in your minute. You will also no doubt wish to take account of the fact that LegCo in Hong Kong have now approved the reduction in permissible overtime for women and young persons (Hong Kong telegram no. 1269 to FCO).

If you agree with this suggestion, I should be grateful if you could let me have the brief if possible by close of play on 31 December.
