PROPOSED VISIT TO HONG KONG BY SIR HARWOOD HARRISON MP - CHAIRMAN OF THE DEFENCE & EXTERNAL AFFAIRS SUB-COMMITTEE OF THE HOUSE OF COMMONS EXPENDITURE COMMITTEE

1. The Ministry of Defence telephoned again this morning about Sir Harwood Harrison's proposed visit to Hong Kong - my minute of 19 July (copy attached).

2. The plan at the moment is that Sir Harwood Harrison will travel at the end of September, calling at Hong Kong on his way to Tokyo. He will stay with the Commander British Forces Hong Kong, and while there the Ministry of Defence hope to arrange for him to call on the Governor, as well as to visit military installations and Service establishments.

3. The Ministry of Defence are now arranging necessary briefing for Sir Harwood Harrison before his departure, and they have promised to let us have a copy of their internal memo about briefing. They have asked if the FCO would wish to include any political briefing on Hong Kong. I said I would ask you, and let them know. (I will let you have a copy of their paper as soon as we receive it.)

4. All this of course depends upon an election date. If the election is to be on 3 October Sir Harwood Harrison plans to go direct to Tokyo on or about 5 October, and to call at Hong Kong on his way back - i.e., 16-19 October or there- abouts. But if the election is called at a later date in October the visit will either be cancelled altogether or re-arranged for some other time.
