GUIDANCE TO ACCOUNTANTS

refer to Finance Department and, where relevant, to the post where the officer is serving. Local currency should not normally be issued to non- -Diplomatic Service officials on short-term visits without prior authority from Finance Department or Conference Section (Protocol and Conference Department). Other Government Departments are required to make arrange- ments for their travellers to obtain currency through normal banking channels. Short-term Technical Assistance Officers sponsored by the Overseas Development Administration may however be advanced funds on the strength of instructions sent direct to overseas posts by that Department.

In cases

of reasonable doubt, confirmation should be sought from the FCO or other relevant authority. Any expenditure incurred in obtaining an emergency authority to advance.funds, &c, to or in respect of an officer of another Department should be charged to the officer's employing Department. Sub-Accounting Officers may not furnish members of their staff with authorities to draw from other posts, in a third currency, advances on account of travelling expenses, &c, excepting in cases of official journeys. For private travel, officers should make their own arrangements through banking channels in accordance with the regulations currently in force.

Currency advances issued to official travellers, Forms XF(0)12. On each occasion of the issue of an advance of travelling expenses or a payment of subsistence allowance to a Diplomatic Service trayeller in transit a special receipt form XF (0)11 must be completed, signed by the traveller and countersigned by the officer authorising the advance. carbon copy, to be handed to the traveller, is required the sum advanced is not precisely in accordance with the subsistence allowance due under the Regulations and has, therefore, to be accounted for by the officer in a travel claim. (One or two carbon copies are required for advances to Local Couriers see paragraph 27).

These arrangements do not apply to advances made to the

following:

Queen's Messengers and Escorts (for these see

paragraph 23)

Distressed British Subjects (paragraph 39)

Officers in post (in lieu of overseas allowances and chargeable to subhead A4(2)(b) -

paragraph 17).

The sums advanced against this receipt must be charged to the Yote subhead or Government Department bearing the cost of the journey.
