You may know that we undertake a considerable amount of recruitment for Hong Kong. Hong Kong is indeed a major customer, and over the last two years I have made a point of sending a senior appointments officer to each of our major customers, in order to assist those who recruit to know precisely for what they are recruiting and equally of course to enable those for whom we recruit to understand a little more about the mechanics and the timing particularly the timing we have to adopt to obtain maximum response from relevant UK resources.

2. Such visits have been made to Kenya, Nigeria and the Caribbean, with hearteningly positive results. I should like now to mount a similar visit to Hong Kong; and that is the purpose of this letter.
3. Over the last 10 days we have been engaged in a very considerable programme of interviewing for Hong Kong, with the valuable assistance of Kingwell, the Assistant Director of Education (Technical), and of Vartey of the Hong Kong Polytechnic. Without of course commitment, the idea of such a visit was conveyed to them, and both expressed themselves very strongly in favour. I would not therefore be altogether surprised if a formal request to this end consequently emanated from the Hong Kong Government, during the next week or so.
4. If it does, would you have any objection to our accepting? And if we accept it, would you recommend that we should invite Hong Kong to meet the full costs, or simply the local costs?. We have ourselves paid for the other visits I mentioned, but they were made in the supplemented context of recruitment, and for Hong Kong there is no supplementation - we are therefore their agents, and not the agents of HMG. I hasten to add that we can meet the travel costs, but I am not too sure of the party line on technical assistance - for this is what it amounts to to Hong Kong at the present time.
