I should be grateful for your comments on the attached draft submission which is based on discussion at your meeting last week and on the subsequent exchange of telegrams with UKMIS New York on Rhodesia. The draft does not include that part of the annex on individual UK dependent territories which is being prepared separately by Gibraltar and General Department.

2. I should appreciate receiving your comments and those of the other recipients as soon as is convenient, preferably by close of play on 9 May. (UKMIS are again agitating for a quick decision.)
