REPORT OF THE STANDING COMMITTEE ON NON-GOVERNMENTAL ORGANIZATIONS

23 January 1974

The Standing Committee on Non-governmental Organizations met on 22 January 1974, with the participation of the following members: Dr Esther Ammundsen, Dr Chen Hai-feng, Br N. M. Chitimba, Professor L. von Manger-Koenig and Dr G. Restrepo Chavarriaga.

Professor L. von Manger-Koenig was elected Chairman.

The Committee decided to consider three applications received within the time-limit set in resolution EB8.R54. In undertaking its examination of these applications the Committee was guided by the criteria contained in paragraph 1 of the Working Principles governing the Admission of non-governmental organizations into official relations with WHO and by resolutions EB29.R56 and EB45.R41 adopted by the Executive Board on the subject.“

The review was carried out on the basis of the questionnaire submitted by the non-govern- mental organizations and the background information supplied in support of their applications. At the request of the Committee, the Secretariat provided further information on the general purposes, aims, activities and working relations with WHO of the non-governmental organizations concerned.

During its consideration of these applications, Dr Chen Hai-feng made a reservation as to that of the International Union of Biological Sciences whose membership was contrary to resolutions adopted by the United Nations and the World Health Assembly on the restoration of all its rights to the People's Republic of China and on the recognition of the representatives of

He stated that all its government as the only legitimate representatives of China in WHO. concerned non-governmental organizations in official relations with WHO should be urged to expel all bodies, representatives or elements controlled by the Chiang Kai-shek clique and to comply fully with the above resolutions. He further stated that Hong Kong should not have been listed as a country in the documentation submitted to the Committee.

In concluding its detailed examination of the applications, the Committee felt satisfied that the following organizations met the criteria:

It therefore decided to recommend to the Executive Board the adoption of the following resolution:
