Having lived with the PAR Review since joining the Dependent Territories Division last February, it has had for me the kind of fascination of eternity. At times I wondered if we could ever reduce it to the form in which. it has finally appeared. I had been hoping that if it were approved by Ministers there would be time for you to remain with us to help the Division in implementing what- ever Ministers may finally decide. So I am very sorry indeed to learn from your minute of today's date that your posting has been finally confirmed and that you will be moving from Gibraltar & General Department at the end of

next week.
