1. In the provision of consultancies, priority should be given to studies
of potential developmental value in fields in which British industry is likely
to be specially competitive or where there are possibilities of technological
tying (paragraph 47).
m. We should be prepared to provide technical assistance where appropriate
in support of commercial deals (paragraphs 53 and 54).
n. We should increase our technical assistance effort in the oil-rich
states of the Middle East; although this assistance should be either on a repay-
ment or aid-financed basis as is most appropriate to relations with each Government
(paragraphs 67 and 96(a)).
Other Donors' Practices

There would be no advantage to the UK in engaging in general competition
among donors by treating aid as if it were commercial export credit (paragraph 74).
P. We should continue to resist the use of the technique of double tying of
aid; although it may sometimes be justifiable where sufficient UK aid is available
for some support to be given to British firms who face other donors' double tying
(paragraph 77).
q. The existing arrangements whereby the ECGD can match ad hoc credit mixte
bids are in principle satisfactory (paragraph 80). While the regular use of the
technique of credit mixte is not recommended (paragraph 79), the use of aid already
allocated to a country in association with commercial credit may occasionally help
to win important contracts (paragraph 78).
r. Markets where others' use of credit mixte appears to present a problem for
British exports should be examined individually in ODA country policy papers to
determine whether matching action on a country rather than project basis is
necessary and what form it might take (paragraphs 81 to 84).
