exchange is likely to be available in future to permit increased exports on
fully commercial terms (paragraph 55).
Of a list of 40 countries at Annex which offer fair to good prospects
for UK exports (paragraph 60) some eight countries, mostly in Latin America,
merit priority (paragraphs 61 and 96(d)). A generally increased aid effort in
Latin America is suggested, including increased technical assistance and
increased contributions through the Inter-American Development Bank (The terms
of present aid to individual countries in the region are being
re-examined)(paragraphs 62 to 64).

We should be prepared to use capital aid sparingly to attract orders to
industries suffering from a temporary surplus capacity (paragraph 34). Exceptionally
it might also be available to benefit declining industries (paragraph 35).
8. Annex D lists the products, sales of which may be expected to benefit
most from aid support (paragraph 59).
h. The forms of capital aid most likely to promote additional exports on
commercial terms can only be settled country by country (paragraph 32).
Technical Assistance
i. Priority should continue to be given to the provision of both bilateral
and multilateral technical assistance, with increasing emphasis on those forms
listed in paragraph 38 which may contribute directly both to development and to the
achievement of our commercial objectives (paragraphs 38 to 43).
j. Further emphasis should be placed on the provision of technical and
vocational training in selected industries especially by helping with the
establishment of training centres staffed with British teachers and equipped with
British machinery (paragraph 44).
k.
There should be a further review by the ODA in concert with the DTI, CBI
and British Council of the desirability and feasibility of extending aid-financed
industrial training in the UK (paragraph 52).
