John Curle showed us your letter of 1 May about a peerage for Sir Sik-Nin Chau. Protocol Department duly wrote to No. 10 to pass on your reconsidered views to them. I expect we shall hear no more on this particular question.

In the final paragraph of your letter, however, you said you would be writing about the general subject in the near future as a preliminary to discussion in the FCO during your June visit. Some time ago we had a look at the question of Life Peerages from the Dependent Territories. We saw difficulties, and there was not much enthusiasm in the Office for the idea. So if you do still want to discuss this matter your visit, it would be helpful if we could have a preliminary indication of your latest views.
