Government of the territory, to the local people, whose views he represents to the metropolitan govern- ment, in that capacity he is advised by and in terrories with advanced constitutions within defined limits may be required to act on the advice of his local Executive Council or Council of Ministers. Although the Secretary of State can in the last resort override his actions, to do so might cause political difficulties in the territory.

It follows that there are practical limits to the extent to which the proposed select Committee could enquire freely into the internal affairs of a Dependent Territory; it could well give rise to embarrassments if it took cognizance of matters regarded as being within the legitimate responsibility of the local government. It would in any case be desirable to consult the Governor, and through him the local government, in advance on any proposal that the Select Committee should visit a Dependent Territory, and in that case, whilst it would be constitutionally improper for the Governor or any other person to object to such a visit in principle, the Governor would be entitled to advise on its timing, and indeed in certain circumstances to advise that the visit should not take place.
