5. The point is of course that if the answers to all these detailed queries had been favourable to the Anglo-Italians then their bid might have looked rather different in relation to the Japanese. If therefore we are to damp down recriminations, it would be helpful to know the basis on which the Steering Group decided these points before drafting the ExCo memorandum.
