We are grateful to you for giving our representatives the opportunity of meeting with you at such short notice on the 21st November 1973.

This letter is written to confirm that we are indeed submitting a

counter bid for the purpose of the Steering Group's supplementary

procedure. In line with your request we now propose to restate our position in terms relating specifically to the Government's "Requirements" detailed in your letter dated August 1st 1973 as amended and amplified by discussion in London at the end of August and early in September. We confirm that the above Requirements are for the most part acceptable to the Anglo-Italian Group. In the majority of instances confirmation that the Requirements can be met has already been given separately by

the British and Italian Groups.

Apart from reiterating one or two points, we are therefore only commenting

in detail where confirmation was lacking before and where our response

is now eit her more positive or there are differences between the Italian and British positions. All Requirements not specifically mentioned below

(b) The Anglo-Italian Group wishes to dispense with the reservation

previously entered on behalf of the British Group in respect of

detailed civil works design capability.

It therefore affirms its

willingness to undertake detailed design based on the overall

system specifications laid down.
