We spoke about a reply from you to the points raised in the
Personal telegrams 1216 and 1217.
2.
I submit a draft.
3. Mr Royce has told me that the Treasury have now agreed to
back the proposal. The DTI are therefore sending off their
telegrams today. But he has also heard that the Governor has
already received the proposal through the Italians and does not
like it. There is therefore some need for speed.
