Since drafting the above I have seen the Governor's personal

message to Mr Royle (Hong Kong telegram no. 1324). This reinforces

the need for action. The point in the Governor's paragraph 3

was also put to me by Mr Kindersley of Lazards some days ago. He

said that Mr Glaves-Smith, who was then the DTI Under-Secretary

concerned, had said he thought the Anglo-Italian offer satisfactory.

I said I found this difficult to understand. I later contacted

the new Under-Secretary, Mr Royce, who agreed to put the record

straight with the consortium.
