I think that we are now reaching a key moment in the

Mass Transit saga. I have exchanged a number of personal

telegrams with the Governor who is doing all he can to help

us. I think your intervention at this time could have a

considerable effect on the somewhat dilatory performance

of the Anglo-Italian Consortium. It is vital that we obtain

this £500 million contract since it would greatly enhance

our chances of securing similar contracts in about 15 other

cities round the world.
