Hong Kong Government that we were still going for the whole
contract. But the Minister felt, rightly, that to do so too
baldly might seem as if we were protesting too much. I therefore
agreed that, in a bread-and-butter letter which I have still to
write to the Governor I would say in passing that I had attended
this meeting to confirm that the DTI and the consortium are
fully geared up for a single bid. Otherwise, if Sir Murray hears
rumours of the talks with the Japanese, he might think that his
message was not getting through.
