1. In her minute of 15 February Miss Rigby asked on behalf of

Mr Kershaw for comments in connection with the "bad things"

alleged to have been said about Mr Aly Aziz in Hong Kong by the

Department of Trade and Industry. I have taken this up with

Commercial Relations & Export Section II and Overseas Projects

Group, the Department of Trade and Industry Divisions most

likely to be concerned.

The Department of Trade and Industry do not understand this

allegation and are quite sure that nothing has been said in

Hong Kong by their Ministers or Officials that should be

construed in this way. They suspect that this arose, however,

in connection with the mass rapid transit system contract in

Hong Kong.

3. For several years since the scheme was first mooted British

industry has shown considerable interest in the Hong Kong

Government's plans to go ahead with an underground railway.

17 June, 1972 the Financial Secretary announced that the Hong

Kong Government had taken the decision in principle to go ahead

with this scheme. A powerful British consortium emerged with
