Mr Coggins ECGD telephoned to tell me that he and Mr Fell would be in Hong Kong from 17 to 20 March for discussions with the Hong Kong Government. Mr Fell has to leave on 20 harch, but Mr Coggins will stay whilst it is useful for him to do so.
