(23) On 29th March, 1973, officers of the Narcotics Bureau executed a warrant under the Pharmacy and Poisons Ordinance at the Central Medicine Company at No. 8, Cannon Street, Ground Floor, Wan Chai. After a search a quantity of Part I Poisons and Antibiotics were seized. LEE King-biu (2621/6975/2871), the owner of the medicine company, was arrested. A second raid was made at Flat D, Mei Hon Building, 529, Jaffe Road, 14th Floor, Wan Chai, the residence of LEE. A large quantity of Part I Poisons and Antibiotics were seized here. LEE was charged with two counts of Possession of Part I Poisons and two counts of Possession of Antibiotics. convicted and fined a total of $2,000.00-HK.

CANNABIS

(24) On 8th February, 1973, acting on information, officers of the Narcotics Bureau raided the Mansfield Travel Service at Room 1121, Tung Ying Building, Nathan Road, Kowloon. A search was made of the premises and two packets of cannabis weighing 3.52 grammes were seized. The owner of the travel service, a woman, CHui Yeuk-sze (1776/2574/2448) was arrested and charged with Possession of Dangerous Drugs. She was convicted and fined $800.00-HK.

(25) On 12th April, 1973, 290.9 grammes of cannabis was handed over to Narcotics Bureau officers by the Deputy Purser of the s.s. 'ORONSAY', which had arrived in Hong Kong that day. The cannabis had been found behind a ventilation screen in the gentlemen's toilet during a routine maintenance check. Enquiries on board the ship failed to locate the owner of the drugs and no arrest was made.

OTHER CASES OF INTEREST

(26) On the evening of 19th January, 1973, an officer of the Narcotics Bureau was approached by an American male, Denzel Keith Wood, 18 years, outside the Back Door Club in Wan Chai and asked if he could supply any drugs. Following a period of negotiation the officer agreed to obtain a quantity of heroin for Wood and hand it over to him on 21st January, 1973. On the evening of 21st January, 1973, the officer met WOOD as arranged and WOOD asked the officer if he had the heroin. The officer told Wood that he was waiting to hear from his supplier. A few minutes later a second Narcotics Bureau officer, posing as the supplier, came along and all three boarded a taxi. Inside the taxi the 'supplier' handed Wood two polythene packets of immitation No. 4 heroin and WOOD handed the 'supplier' a US$20 banknote. WOOD was then arrested and charged with Attempting to Traffick in a Dangerous Drug. He was convicted of Attempting to Acquire Possession of a Dangerous Drug and fined $500.00-HK.

(27) On the evening of 25th January, 1973, a U.S. Serviceman working under the direction of Narcotics Bureau officers, went to the junction of Gloucester Road and Fenwick Street, Wan Chai, where he was approached by a woman, TAM Kuen (6223/1227), and asked if he wanted heroin. The serviceman said he did and Tam produced a half ounce packet of heroin and said that it would cost $260.00-HK. Before the start of the operation the serviceman had been given a number of marked banknotes and these he handed to TAM in exchange for the packet of heroin. The serviceman later handed the packet of heroin to Narcotics Bureau officers at a pre-arranged meeting place. Other officers then stopped TAM, searched her and recovered the banknotes. The packet of heroin was found to hold 8.4 grammes of a mixture containing 2.9 grammes of salts of esters of morphine. TAM was charged with Trafficking in a Dangerous Drug. She was convicted and sentenced to 15 months imprisonment.

(28) On the evening of the 25th January, 1973, acting on information, an officer of the Narcotics Bureau was introduced to a man, Yu Ngai-fu (0151/3015/1133), at a cafe in Hung Hom, Kowloon. Following a period of negotiation it was arranged that the officer would purchase 100 ounces of
