Report on the U.N. Commission on Narcotic Drugs Ad Hoc Committee for the Far East Region's visit to Hong Kong, 28th to 31st October, 1973.

The Ad Hoc Committee consisting of six members, observers from the International Narcotics Control Board and I.C.P.0./Interpol, plus two members of the U.N. Staff from the Division of Narcotic Drugs, Geneva, ten persons in all, arrived in Hong Kong on Sunday, 28th October from Laos and left for the Philippines on Wednesday, 31st October during the course of a tour of eight countries in the Far East. The membership of the Committee is at Annexure 'A' with its terms of reference at Annexure 'B'. On 29th and 30th October the Committee received detailed briefings from the Commissioner for Narcotics, the Assistant Commissioner of the Preventive Service and the Chief Superintendent in charge of the Royal Hong Kong Police Force Narcotics Bureau about all aspects of the illicit traffic in opium products and related matters in as much as these affect the Colony. One session was devoted to a talk about the treatment and rehabilitation of drug addicts in custodial establishments given by the Commissioner of Prisons. The Committee was also given a considerable amount of printed information about Hong Kong's drug problem as a whole and what is being done about it.
