To keep you in the picture I attach two copies of
a short report about the recent visit here of the UN Commission on Narcotic Drugs Ad Hoc Committee for the Far East Region prepared by the Commissioner for Narcotics which gives the gist of what took place and which is self-explanatory.
I also enclose two copies of a note which we prepared for the Committee, in response to a request sent to us in advance of its arrival. I would be grateful
you would pass copies of both to Chris Train at the Home Office.
I understand that the Committee will prepare a report for the Commission's next session at Geneva in February, 1974 in compliance with its terms of reference once its Far Eastern tour has been completed in a few days' time and that a copy will be sent to us in advance for comment. The Commissioner of Narcotics may accompany Train to the Commission's next session provided this is unobjectionable having regard to the probable attendance there of an observer from the CPG. Train will be raising this issue with
you.

Whilst we expect no startling outcome from the Ad Hoc Committee's Far Eastern tour, the end result should represent a progressive and worthwhile step in our struggle to suppress the enormous illicit traffic in opium products which has plagued Hong Kong for so long.
I will write to you separately in reply to your letter to the Commissioner for Narcotics of 26th September 1973 reference HKK 19/3.
