MEMORANDUM FOR EXECUTIVE COUNCIL
THE PROBLEM OF NARCOTICS IN HONG KONG
Honourable Members will recall discussing on 16th January 1973 the first two papers in a series of six being prepared by the Commissioner for Narcotics about the illicit drug trade. These set out the background to the problem and examined external factors, making a number of recommendations for action by Her Majesty's Government in the international field,

The third paper is annexed.
It deals with the internal
organisation in Hong Kong, making the following recommendations (in paragraph 37):
(a) that dangerous drugs should not be legalised;
(b)
that the Narcotics Advisory Committee should be dissolved;

that the Action Committee against Narcotics (and all its sub-Committees) should be re- constituted;
that the Action Committee against Narcotics should have new terms of reference;
(e)
that there should be established a Drug Addiction Treatment and Research Division in the Medical and Health Department;
(f)
that there should be established a Narcotics Commission.

These recommendations have been discussed with the Government departments and voluntary agencies principally concerned, and are generally agreed.

The Commissioner's fourth and fifth papers, on the Law and Law Enforcement, and on Treatment, will be submitted for the consideration of Honourable Members shortly. The sixth, which will take the form of a White Paper summarising the main points and recommendations in the first five, will follow towards the end of the
year.
